Incident Description:

Chief Michael McMahon of the Hillsborough Township Police Department would like to remind residents of his concern for the safety of all those that participate in Halloween festivities.  Chief McMahon would like to offer suggestions to parents of young children who Trick or Treat from door-to-door this time of year.  The following precautions will hopefully lead to a safe and happy time for all our Township residents, which include tips/rules on keeping safe during the Covid-19 pandemic. 

  • Wear light colored clothing that is short enough to prevent tripping, and add reflective tape to the sides, front and back of the costume.
  • Make sure children can see well through masks or cosmetics.
  • Adults should accompany young children.
  • Go out in daylight and carry a flashlight after nightfall.
  • Watch for traffic
  • Examine all candy before allowing children to eat it.
  • Only give and accept wrapped or packaged candy.
  • Keep control of pets. They may react unexpectedly to children in costumes.
  • Those who plan to Trick-or-Treat, limit groups to current household members, consider staying local, and limit the number of houses on the route.
  • If you are handing out candy, please limit interaction or contact with trick-or-treaters, wear a face covering when individuals come to the door, and regularly wash hands.
  • For those putting out treats, consider arranging individually packaged candy so that trick-or-treaters can grab and go without accessing a shared bowl.
  • Wear a face mask to mitigate against Covid-19 exposure. Costume masks are not an acceptable substitute but can be supplemented with a cloth or disposable mask. 
  • Practice hand hygiene (wash hands or use hand sanitizer) before leaving your home, after touching objects such as wrapped candy, and when arriving home.
  • Indoor gatherings must be limited to 25 people or 25% of a room’s capacity-whichever number is lower- and all attendees must wear face coverings and stay six feet apart.
  • Remember to adhere to the Hillsborough Township Halloween Curfew ordinance:

149-1Curfew established; exceptions.

No person under the age of 18 years shall be permitted on any public place, public street or public property in the Township of Hillsborough between the hours of 10:00 p.m. and 6:00 a.m., prevailing time, of each and every day during the period from October 28 to November 1, inclusive, of each year, unless such person is in attendance at a program or function sponsored by the municipality, a church or school. This section shall not apply to persons under the age of 18 years while they are returning home from a place of employment, school, fraternal or religious meeting or going to and from a doctor's or dentist's office, where treatment has been rendered or is to be rendered, or to persons under the age of 18 years who are accompanied by a parent or guardian over the age of 21 years.
